While I was talking with REALTOR's who have dealt with buyers from another country, and specifically Great Britain, we could not understand why they did not stick to the one realtor, even though they were advised that one realtor can show them any listing.
My family is from Scotland and when my cousins came over this summer for vacation, I asked them that question. They said because the "estate agent" as they call realtors across the pond, is the only one who can show the listing. They are exclusive listings and you have to call the particular listing agent to show you that home.
We have to strive to be very diligent in explaining our real estate buying and selling process here as people from other countries have different methods. It would be our job to help them with the differences and methods while we also help find them a new home.
